Understand interstate delivery work in Philadelphia before relying on a local-route label

Ask how the wider transportation movement affects a Pennsylvania-only delivery leg before treating a local-route description as an intrastate classification.

A delivery job can keep you within Pennsylvania while raising an interstate-commerce question. When assessing interstate delivery work in Philadelphia, ask about the transportation movement the route belongs to. The places you personally drive are part of that explanation, but they may not settle it.

FMCSA’s published definition includes transportation between two places in one state when it forms part of transportation originating or terminating outside that state or the United States. That matters when an employer describes a position as local: the description alone leaves a question about the wider movement of the freight.

Determine whether interstate commerce applies

FMCSA identifies three categories: transportation between a place in a state and a place outside it; transportation between two places in a state through another state or a place outside the United States; and transportation between two places in a state as part of transportation originating or terminating outside the state or the United States.

A Pennsylvania start and finish do not, by themselves, establish that the work is intrastate. Ask the employer which category describes the operation and what facts support that explanation.

Ask how the employer classifies the transportation for this position without seeking customer addresses or restricted shipment records. Request an explanation appropriate for an applicant, and record any part that remains unresolved.

Work through a hypothetical Pennsylvania-only leg

Imagine a fictional job with pickups and deliveries entirely within Pennsylvania. The employer explains that the assigned delivery leg forms part of transportation originating outside Pennsylvania. That stated fact makes the wider movement relevant under FMCSA’s third category, even though this driver does not cross the state line.

Now imagine the same route map, but the employer has supplied no explanation of the wider movement. The map still shows Pennsylvania-only driving. It does not supply the missing origin or termination facts. Keep the commerce classification unresolved while seeking that explanation.

This example does not classify an actual shipment or an EPIQ position. A product’s manufacturing label, a job advertisement’s “local” wording or a final-mile label should not substitute for facts about the transportation being assessed.

Separate the route questions in your notes

clarify the actual delivery territory. Reporting location and service area help you understand where the job takes place. Keep those practical geography details in your notes without treating them as the complete commerce test.

identify the role’s place in the delivery chain. Whether a role delivers to the final recipient or another facility answers a network-role question. It does not independently resolve whether the transportation is interstate.

Ask about the wider movement: “For this position, how does the company determine whether the transportation is interstate or intrastate?” If the answer is simply that drivers stay in Pennsylvania, follow up about whether their legs form part of transportation originating or terminating outside the state.

Leave specific qualification questions for their own rules

After obtaining that explanation, ask which requirements apply to the actual position and why. This article does not determine medical certification, drug-testing coverage, licensing or any other qualification. Each needs the facts and rules relevant to that requirement; a general commerce label is not a complete credential checklist.

Use the Philadelphia delivery-job guides to continue those separate job questions. For this decision, retain the employer’s explanation of the wider movement alongside your route notes. If the necessary facts remain unknown, say so instead of converting “local route” into a settled intrastate classification.
